Zola - I didn't see an serious poverty or crime. I have been many times and such concerns are not prevalent. However my mother went to Budapest last year and said that number of people living on the streets was incredible. I don't think that Tallinn is particularly troubled by vagrancy and crime. Exact same place and enjoyed the food and the service. Tallin, as you appreciate, is great in old town ways but the main images I have remain as poverty and crime and cheap tourist gimmiks. Shame.
